Gay, Lesbian, Bisexual, and Transgender – GLBT: Businesses that are at least 51% owned and controlled by a GLBT individual(s) of U.S. citizenship.

Historically Black Colleges & Universities & Minority Institutions – HBCU & MI: Historically Black Colleges and Universities are postsecondary academic institutions founded before 1964 whose educational mission has historically been the education of Black Americans. Minority Institutions are institutions, in addition to HBCU, having significant minority enrollments. Designated minorities include African-Americans, Asian-Americans, Alaskan Natives, Hispanic/Latino-Americans, Native Americans, and Pacific Islander-Americans.

HUB Zone: Businesses that are located in a “historically underutilized business zone,” be owned and controlled by one or more U.S. Citizen, have at least 35% of its employees residing in a HUB Zone, and it has been certified as a HUB Zone small business concern by the Small Business Administration.

Large Business Concerns – LBC: A business that does not meet the federal government’s definition of small, which measures annual revenue and employee headcount, in accordance with the Small Business Association numerical size standards as defined in the Small Business Size Regulations. Minority Owned Business Enterprise – MBE: Businesses that are at least 51% owned and controlled by individuals belonging to certain ethnic minority groups, such as Asian, African-American, Hispanic and Native American descent. For information about certification, please refer to the National Minority Supplier Development Council (NMSDC) website at www.nmsdcus.org.

Small Business Concerns – SBE: Smaller than a given size as measured by its employment and or business receipts in accordance with the Small Business Association numerical size standards as defined in the Small Business Size Regulations. SBA has established a size standard for most industries in the economy. The most common size standards are as follow:

  • Less than 500 employees for most manufacturing and mining industries
  • Less than 100 employees for all wholesale trade industries
  • Less than $6 million in revenue for most retail and service industries
  • Less than $28.5 million in revenue for most general & heavy construction industries
  • Less than $12 million in revenue for all special trade contractors
  • Less than $0.75 million in revenue for most agricultural industries

Please note that about one-fourth of industries have a size standard that is different from these levels and they can vary from $0.75 million to $28.5 million in average annual revenue and range from 100 to 1,500 employees. Several SBA programs have either alternative or unique size standards, such as the Small Business Investment Company Program. Small Disadvantaged Business Enterprise – SDB: Businesses that are at least 51% owned and controlled by a socially and economically disadvantaged individual or individuals. African Americans, Hispanic Americans, Asia Pacific Americans, Subcontinent Asian Americans, and Native Americans are presumed to qualify. All individuals must have a net worth of less than $750,000, excluding the equity of the business and primary residence. The U.S. Small Business Administration certifies SDB businesses to participate in the SDB Program. This would include any Small Business Administration (SBA) 8(a) businesses that have a net worth of less than $250,000, excluding the value of the business and primary residence and certified by the U.S. Small Business Administration.

Service-Disabled Veteran Business Enterprise – DVBE: Business that are at least 51% owned and controlled by one or more Disabled Veterans, the home office must be located in the United States and the home office cannot be a branch or subsidiary of a foreign corporation, foreign firm or other foreign based business. A Disabled Veteran is a veteran of U.S. Military service and has a service-connected disability of at least 10% or more.

Veteran Owned Business Enterprise – VOBE: Businesses that are least 51% owned and controlled by U.S. citizens who are Veterans of the U.S. Armed Forces.

Women Owned Business Enterprise – WBE: Businesses that are least 51% owned and controlled by individuals who are female in gender. For information about certification, please refer to the Women Business Enterprise National Council (WBENC) website at www.wbenc.org.
